That is a surprising error message. What does the importer's log tell you?
I tried replacing a database's ACL, and it worked more than once on the same database. The DXL I used contains nothing but the acl -- that is, it specifies <!DOCTYPE acl ... and the <acl> tag contains the version and replicaid attributes.
